Since the Meta conference was an international event I'm assuming the outcome was a treaty of some discription. In the US the battle to get the treaty ratified is going to be at least a background event. I thought it could have the following terms (once you take out all the legalese such things are probably written in)
1. Treaty signatories are required to set up an agency to register metahumans who are citizens of that state.
2. No treaty Signatory may legislate to force metahumans to register.
3. A registered Metahuman may not be prosecuted merely for using their powers
4. Individual signatories are free to determine under what terms a metahuman may register. but a minimum of information (passport data plus a powers list) is required in all signatories.
5. Treaty Signatories must honour the registration of metahumans by other signatories.
Ok that's the general concept of the treaty if anyone thinks it needs a few amendments or such post 'em up
On a less general note I was thinking America would be pretty beuaracratic about registration with meta's being required to jump through hoops and aquire appropriate documentation for their powers. Using Mel as an example. She would need a state firearm license to cover her energy bolts, a private pilots licence to cover her flight and an explosives licence to cover her spheres. Once she had all that then she could register.
Finally none of this is currently binding in the game. We can put off the ratification process as long as we want but I think this will come into effect about the end of monthly 2/ beginning of crossover 2... whenever that may be
